Sahr E. Kondokwi, Ing, PMP is the CEO & Chairman of SK Holdings Ltd and Owner of Dynamic Construction Ltd. An engineering and infrastructure executive, he possesses extensive experience supporting mission-critical programs for the United States Department of Defense and leading high-impact construction initiatives across Sierra Leone. His career spans Quality Control Management (QA/QC), construction management, contract administration, and independent technical oversight — establishing him as a trusted leader in safe, compliant, and professionally governed infrastructure delivery.

Sahr's foundation was built through service as a Construction Control Representative, Contracting Officer Representative (COR), and USACE-certified Quality Control Manager. In these roles, he oversaw defense, aviation, civil works, and public infrastructure projects, ensuring full compliance with design requirements, contract documents, and federal construction standards.

A defining strength of Sahr's leadership is his ability to coordinate multidisciplinary teams — including Architects & Engineers (A/E), General Contractors (GCs), and major vendors. His oversight protects project quality, safety, cost efficiency, and long-term performance. Today, his companies deliver infrastructure aligned with international standards while supporting Sierra Leone's national development priorities.

He holds an MBA from Bond University (Australia), strengthening his capabilities in executive leadership, organizational strategy, and corporate governance.
